In a response to a reporters question at a press conference while visiting North Carolina, Carter tried to have it both ways:) So, I would say theres a well-balanced campaign to protect the health of our Nation, which is Joe Califanos responsibility, on the one hand, and to preserve the health and stability of the tobacco industry, which is under Bob Berglund, Secretary of Agriculture, and myself.
